ASSISTANT SECRETARY WELCH: Hi, folks. Happy Halloween. I assume you’ve seen the statement we’ve issued. This is an important, significant moment. We’ve received, pursuant to the August 14 agreement that we signed with the Libyans, $1.5 billion from the international humanitarian fund into a U.S.-controlled account which will go to compensate American claimants who have terrorism-related claims against Libya.(More)
